Singapore has one of the highest rates of diabetes prevalence worldwide with one in three Singaporeans at risk of developing the disease in their lifetime. Poorly controlled diabetes can lead to serious complications such as diabetic retinopathy (DR), which in the early stages is asymptomatic. Regular screening for DR is recommended to detect patients that require treatment to prevent vision loss.
Since its official launch in 2015, the Singapore Integrated Diabetic Retinopathy Programme (SiDRP) is a nationwide eye screening programme that targets over 400,000 diabetic patients using the concept of centralised reporting of DR images. SiDRP services are made available in 19 polyclinics across Singapore with two reading centres from National Healthcare Group Eye Institute (NHGEI) and Singapore Eye Research Institute (SERI). SiDRP aims to (1) improve the level of screening standards and turnaround time, (2) provide a standardised national assessment and referral guidelines for DRP reporting (3) provide standardised training and audit governance for DRP reporting.
Instead of two to four-week turnaround time, diabetic patients and physicians can now receive a 2 field fundus photo report with diagnosis and recommended actions reported from accredited readers through a national framework within the same day.

Aiming to provide early detection and manage treatable eye conditions in the Northern Singapore region, Community and Home Eye Screening Services (CHESS) was first introduced in Khoo Teck Puat Hospital in February 2017. CHESS consists of the First-Level Community Eye Screening (FiLCES) led by trained nurses in the community. If seniors are detected with one or more eye conditions, they will be referred to the Second-Level Eye Care Team (SeLECT), which is run by certified optometrists who provides comprehensive eye screening
Currently, SeLECT is operated at the Chong Pang Wellness Centre as well as the NTUC Health Active Aging Hub @ Kampung Admiralty. If the senior requires further assessment, they will be referred to the Specialist Outpatient Clinic via NHG Polyclinic referral.

In 2014, Tan Tock Seng Hospital designed the Stable Condition Eye Clinic (SEC-C) as a one-stop step down facility within the hospital, managed by optometrists to provide care to selected stable eye condition patients in a protocolised care path. SEC-C aims to evolve the Primary Eye Care landscape and to reshape a new model of eye care to one that would be more affordable and sustainable.
To ensure quality eye care continues to remain accessible and affordable to patients, Tan Tock Seng Hospital started its first Community Eye Clinic (CEC) in Hougang Polyclinic in July 2018. The opening of Tan Tock Seng Hospital’s second and third CEC followed shortly at Geylang Polyclinic in July 2019 and AMK Specialist Centre in January 2020. Under this nationwide initiative with harmonised referral guidelines, consultation charges and care protocol harmonised across NHGEI, National University Hospital Singapore (NUHS) and Singapore National Eye Centre (SNEC), patients with non-urgent, stable eye conditions can now be seen by our clinically accredited optometrists in the heartlands. In addition, patients can also look forward to shorter appointment waiting time for first time referrals and lower consultation charges compared to the hospital specialist outpatient clinics.

Based in Admiralty Medical Centre (AdMC), Khoo Teck Puat Hospital established the Supplementary Primary Eyecare Clinic (SPEC) in 2017, consisting of a team of trained optometrists who examined and co-managed patients under the supervision of ophthalmologists. Similar to SECC, SPEC was designed to monitor patients with stable and non-complicated eye conditions. Since September 2020, SPEC has evolved to the Enhanced - Supplementary Primary Eyecare Clinic (E-SPEC), whereby certified optometrists can now independently manage patient without the direct supervision of an ophthalmologist. As a result, E-SPEC is a cheaper, faster and financially viable model of step-down care for patients with stable eye conditions, allowing them to receive continuous care while more complex eye diseases are managed at the main specialist clinic.

First conceptualised in 2018 to cope with the increased demand for optometrist-led care, Tan Tock Seng Hospital implemented The Virtual Ophthalmology Service (TVOS) in 2020 with the aim of monitoring stable eye patients in a virtual manner. Instead of having to wait for a consultation to see an optometrist, patients can proceed home after they have done their eye tests in the clinic. After an optometrist has reviewed the tests and investigations, patients would be notified of their results and next appointment date via an SMS notification or letter. While a traditional face-to-face consult is not required for majority of patients with stable eye condition, patients can still see an optometrist for a face-to-face consultation if they experience new symptoms or a change in their condition.
In the era of pandemic, the implementation of TVOS reduced clinic footprint and turnaround time for patients with stable eye conditions whilst enabling physical resources to be prioritised for those with complex eye disease.

Dr Benjamin Chang is currently a senior consultant ophthalmologist and the Deputy Head of Department at the Department of Ophthalmology and Visual Sciences in Khoo Teck Puat Hospital, National Healthcare Group.
He completed medical school at the Royal College of Surgeons in Ireland in 1995. He subsequently obtained a Masters diploma in Medical Science (Anatomy) with University College Dublin in 1997. Dr Chang completed his higher specialist training in ophthalmology in Ireland and underwent subspecialty training in paediatric ophthalmology and strabismus at the Hospital for Sick Children in Toronto, Canada.
He is a Fellow of the Royal College of Surgeons in Ireland, the Royal College of Surgeons in Edinburgh and the Royal College of Ophthalmologists in London. His areas of ophthalmic practice include comprehensive ophthalmology, cataracts, paediatric ophthalmology and strabismus.

Dr Koh Yan Tong completed her undergraduate medical training at the Yong Loo Lin School of Medicine, National University of Singapore in 2012, where she graduated with Bachelor degrees in Medicine and Surgery, and was placed on the Dean’s list in 2009-2011. During her undergraduate days, she underwent a medical elective under Prof. Albert S. Jun at Wilmer Eye Institute, Johns Hopkins Hospital (Baltimore, USA) in 2011. She was subsequently a recipient of the Ministry of Health Training Award for the Ophthalmology Residency programme, and underwent postgraduate training in Ophthalmology, where she was awarded the Master of Medicine (Ophthalmology) from National University of Singapore in 2017, and successfully completed her Ophthalmology specialist exit examination in 2019. She is also currently a Fellow of the Royal College of Ophthalmologists (UK) as of 2019.
Dr Koh is active in clinical research, having presented in Ophthalmology conferences both locally and internationally, as well as published scientific papers in multiple peer-reviewed international Ophthalmology journals. She is also involved in community service and participated in various projects locally and in the region.
Dr Koh is active in education and teaching, and she has served as both chief resident and chief senior resident during her residency. Currently, she is an appointed Clinical Tutor with Yong Loo Lin School of Medicine, National University of Singapore and Lee Kong Chian School of Medicine, Nanyang Technological University of Singapore.

Dr Rosalynn Grace Siantar is a Consultant with the National Healthcare Group Eye Institute (NHGEI) @ Tan Tock Seng Hospital.
Dr Siantar obtained her Bachelor of Medicine and Surgery from University College London, United Kingdom and graduated with Distinction in Medical Sciences and Merit in Clinical Neurosciences. She was conferred Master of Medicine in Ophthalmology by the National University of Singapore and has successfully completed her Ophthalmology specialist training. She is also a Fellow of the Royal College of Ophthalmologists (UK).
Dr Siantar is actively involved in undergraduate medical education and has been appointed Clinical Teacher at the Lee Kong Chian School of Medicine, Nanyang Technological University and Clinical Tutor at the Yong Loo Lin School of Medicine, National University of Singapore.
She is also actively involved in the development of Primary Eye Care, where she is part of a multidisciplinary team that will focus on facilitating the transition of quality eye care into the community.
Dr Siantar has a keen interest in clinical research and has presented her work at many local, regional and international conferences. She has also published numerous scientific articles in international peer-reviewed journals.

Dr Tam is a Principal Resident Physician at National Healthcare Group Eye Institute @ Tan Tock Seng Hospital (TTSH). She is a member of the Cornea and Refractive Surgery Service. She is also one of the key trainers for optometrists for TTSH’s Primary Eye Care (PEC) team.
Dr Tam underwent her basic medical training in Australia and graduated with B.Sc. (Medicine), M.B.B.S., from the University of New South Wales, Australia in 1995. She obtained her F.R.C.S. (Ophthalmology) from the Royal College of Physicians and Surgeons of Glasgow in 2003. Dr Tam underwent training as a clinical fellow in Cornea and Refractive Surgery in Tan Tock Seng Hospital in 2005.
Apart from being an eye clinician and surgeon, she has a keen interest in grooming TTSH’s optometrists to be primary eye care providers for the Stable Eye Condition Clinics (SECC) and Community Eye Clinics (CEC). Since 2013, Dr Tam has been working closely with the TTSH’s PEC committee to provide clinical guidance to TTSH’s optometrists, mentoring them to be competent eye care professionals to deliver more timely and accessible eye care for the people in Singapore. Dr Tam was also a clinical tutor for University of Manchester-Singapore Polytechnic Optometry Degree Course from Year 2010 to 2014. She was also a mentor to photo-graders for TTSH’s reading centre for Singapore Integrated Diabetic Retinopathy Programme (SiDRP).
Dr Tam actively contributes to undergraduate medical training and she is one of the appointed clinical teachers to undergraduate medical students of Lee Kong Chian School of Medicine, as well as for Yong Loo Lin School of Medicine, National University of Singapore.
Dr Tam is an Ophthalmologist who sees general eye conditions. She has special interests in conditions of the Cornea and works closely with the Corneal and Refractive Service in TTSH.

Clinical A/Prof Vernon Yong, Senior Consultant of NHG Eye Institute @ TTSH underwent a one-year fellowship at the Lions Eye Institute in Perth, Australia.
A/Prof Yong chose to be a glaucoma specialist as he realized that the population was an ageing one and the numbers of glaucoma patients would steadily increase over the next decade or so. Involvement in population screening is A/Prof Yong’s other area of interest. Drawing on his long- term leadership in clinic management at NHG Eye Institute @ TTSH, A/Prof Yong has assumed the post of Head of the Department of Ophthalmology.

Dr Vivien Yip is a Consultant with the National Healthcare Group Eye Institute @ Tan Tock Seng Hospital.
Dr Yip completed her undergraduate medical training at St Bartholomew’s and the Royal London School of Medicine and Dentistry, United Kingdom in 2006, where she graduated with a Bachelor of Medicine and Bachelor of Surgery. Subsequently, she earned her Masters of Medicine in Ophthalmology in 2012, and successfully completed her specialist Ophthalmology training in 2016. She is also a Fellow of the Academy of Medicine (Singapore).
During her Ophthalmology training, she was appointed chief medical officer and chief registrar in 2009 and 2016 respectively. Dr Yip also completed a 2-year fellowship in Glaucoma with the National Healthcare Group Eye Institute @ Tan Tock Seng Hospital from 2017-2019. During her training, Dr Yip was mentored by Professor Ike Ahmed in Glaucoma and Anterior Segment Surgery at Prism Eye Institute and Trillium Health Partners in Toronto, Canada. Dr Yip currently serves as the Deputy head of Glaucoma at Tan Tock Seng Hospital.
Dr Yip is also instrumental in establishing Optometrists as Primary Eye Care Providers and currently serves as the Deputy head of the Comprehensive Eye Care Service at Tan Tock Seng Hospital.
In the area of Ophthalmic research, Dr Yip has presented and published in numerous conferences and journals both locally and internationally. She was awarded 2 research grants and also achieved the Merit award for her oral presentation at the NHG Eye Institute International Ophthalmology Congress in 2013. She is currently involved in Glaucoma and Primary Eye Care research.
Dr Yip is also a Clinical Lecturer with the Yong Loo Lin School of Medicine, National University of Singapore and the Lee Kong Chian School of Medicine, Singapore.

Clinical Associate Professor Wong Hon Tym is the Medical Director of Singapore’s National Healthcare Group Eye Institute (NHGEI) and the Clinical Director of the Centre for Healthcare Innovation (CHI). CHI is an open co-learning network organization, primarily focused on healthcare workforce transformation.
He was also the Pro-Tem Chief of the Ophthalmology Department at the upcoming Woodlands Health Campus, while continuing to serve as a Senior Consultant in Tan Tock Seng Hospital’s Ophthalmology Department and as a member of the hospital’s Medical Board.
From 2008-2015, he was Clinical Director of NHG 1-Health, a community ambulatory surgery centre, where he led and sustained the design and practice of a streamlined cataract surgery value-added process (VAP).
A/Prof Wong obtained his Fellowship from the Royal College of Surgeons (Edinburgh) and his Masters degree in Medicine (Ophthalmology) in 1999.
A/Prof Wong was awarded Singapore’s Ministry of Health Manpower Development Programme scholarship in 2002, and underwent his clinical fellowship at Moorfields Eye Hospital, UK, where his sub-specialty training focused on optic nerve head imaging in glaucoma. His research projects, covering topics such as glaucoma surgery, anterior segment imaging and therapeutics have been published in major peer-reviewed journals and presented at conferences such as ARVO.
A/Prof Wong plays an active role in the training and education of junior ophthalmologists in Singapore, and his efforts were with multiple Best Teacher Awards. He has been mentor to four clinical fellows and has been a course instructor at the American Academy of Ophthalmology Meeting, the World Glaucoma Congress and the European Glaucoma Society Congress.
His efforts in quality patient care have also been recognized with Singapore’s Excellent Service Star Award in 2006. His current appointments as Critical Incident Manager and Open Communication instructor reflects his keen interest in the area of patient communication. In 2013, A/Prof Wong received the Distinguished Service Award from Khoo Teck Puat Hospital for Eye and Vision Health, and in 2014 he was the proud recipient of the National Healthcare Group Outstanding Citizenship Award.

Dr Yeo Tun Hang is currently an Associate Consultant with the National Healthcare Group Eye Institute @ Khoo Teck Puat Hospital.
Dr Yeo completed medical school at the University of Western Australia, Perth with high distinctions in Ophthalmology, General Surgery and Obstetrics & Gynaecology. He returned to Singapore for Ophthalmology training under the ACGME-I (American Council of Graduate Medical Education – International) accredited Residency Program at Tan Tock Seng Hospital and was awarded Masters of Medicine (Ophthalmology) by the National University of Singapore (NUS) in 2016. He subsequently attained Fellowship with the Academy of Medicine (Singapore) in 2019. Dr Yeo is a recipient of the Elizabeth Hunt Medal and also an elected Fellow at the Royal College of Ophthalmologists in the United Kingdom.

He is a Co-Director for the Community Eye Care (CEC) Training Program where identified optometrists are accredited to train new Community Eye Care (CEC) optometrists. He is also involved in accrediting new optometrist hires to the department and is also active in education and teaching, having had optometry and medical students attached to him.

Siew Lian completed her optometry training at Singapore Polytechnic in 1997 where she graduated with a Diploma in Optometry. She subsequently underwent postgraduate training in Optometry, where she was awarded the Bachelor of Optometry from University of Melbourne, Australia in 2001.
